Maintaining the Competitive Advantage in Artificial Intelligence and Machine Learning
Artificial intelligence (AI) technologies hold the potential to become critical force mult...显示全部 Artificial intelligence (AI) technologies hold the potential to become critical force multipliers in future armed conflicts. The People's Republic of China has identified AI as key to its goal of enhancing its national competitiveness and protecting its national security. If its current AI plan is successful, China will achieve a substantial military advantage over the United States and its allies. That has significant negative strategic implications for the United States. How much of a lead does the United States have, and what do the United States and the U.S. Air Force (USAF) need to do to maintain that lead? To address this question, the authors conducted a comparative analysis of U.S. and Chinese AI strategies, cultural and structural factors, and military capability development, examining the relevant literature in both English and Chinese. They looked at literature on trends and breakthroughs, business concerns, comparative cultural analysis, and military science and operational concepts. The authors found that the critical dimensions for the U.S. Department of Defense (DoD) involve development and engineering for transitioning AI to the military; advances in validation, verification, testing, and evaluation; and operational concepts for AI. Significantly, each of these dimensions is under direct DoD control.显示部分

The report “Science & Technology Trends: 2020-2040” has been produced by the NATO Science and Technology Organization and draws upon insights of some 6000 scientists, engineers and analysts in NATO’s collaborative network. It provides an assessment of the emerging and disruptive technologies endorsed by NATO Heads of State and Government at their meeting in London last December, such as Big Data, Artificial Intelligence, robotics, space and bio technology and hypersonic weapons. The Collection Edge: Harnessing Emerging Technologies for Intelligence Collection
Amidst evolving threat environments and changing national security priorities, U.S. and al...显示全部 Amidst evolving threat environments and changing national security priorities, U.S. and allied intelligence collection organizations can leverage emerging technologies to improve how intelligence is gathered, processed, and exploited for operations. But how? In part one of its three-phase study, the CSIS Technology and Intelligence Task Force explored how advanced technologies, such as artificial intelligence (AI)i and its subset, machine learning (ML),ii advanced sensors, cloud computing, and data analytics, can empower U.S. intelligence collection. The Task Force’s core research question was what are the opportunities and challenges posed by emerging technologies to intelligence collection, including geospatial (GEOINT), signals (SIGINT), and human (HUMINT) intelligence? To answer it, the Task Force convened experts and stakeholders from across the IC, technology, policy, and research communities for a series of discussions. This CSIS research brief summarizes the main findings from the first phase of the Task Force. The brief begins by studying the near-term ways technologies can be integrated into collection, processing, and other intelligence operations and how well the IC is utilizing these capabilities. It then assesses the key threats and challenges the IC faces in adapting new technologies into the collection mission. The brief concludes by exploring the implications of technological transformation for the IC and the over-the-horizon technologies likely to impact future missions.显示部分

The private sector, academia, and the government have a long history of collaborating to a...显示全部 The private sector, academia, and the government have a long history of collaborating to advance technological innovation. Academia, often through support of federally funded grants, historically has conducted much of the basic research that has enabled the private sector to advance applied research and commercialize technologies. This partnership, however, is being strained by recent innovations in machine learning whose advancement relies on large datasets and compute resources that are increasingly unavailable to academic researchers. To ensure the United States is maximizing its R&D potential and to ensure the entire R&D cycle from basic research to commercialization is fully utilized, the partnership of government, academia, and the private sector must be strengthened to ensure each has adequate access to the resources they need while protecting intellectual property rights and data privacy. This includes standardizing and making current and future government datasets more readily available to the private sector and academia to facilitate training of machine learning models. Under the OPEN Government Data Act of 2019, federal agencies are required by statute to make available government datasets in standardized, machine-readable formats. Doing so will help to address data scarcity problems, especially for entities with significant resource constraints such as startups or some university researchers, by expanding the number of open-source high-quality datasets and increasing access to compute resources.显示部分

It also discusses relevant initiatives within international institutions to monitor or regulate these technologies, considers the potential implications of emerging military technologies for warfighting, and outlines associated issues for Congress. These issues include the level and stability of funding for emerging technologies, the management structure for emerging technologies, the challenges associated with recruiting and retaining technology workers, the acquisitions process for rapidly evolving and dual-use technologies, the protection of emerging technologies from theft and expropriation, and the governance and regulation of emerging technologies. Such issues could hold implications for congressional authorization, appropriation, oversight, and treaty-making.显示部分

This was supported by the unprecedented commitment at the Budget to increase public investment in R&D to £22 billion by 2024 to 2025. The Roadmap marks the start of a conversation to identify: the strengths and challenges facing the sector; the issues that need to be addressed; how we want to work with universities, business, the third sector and across government to cement the UK's reputation as a science superpower. R&D will be critical to a swift economic and social recovery from the impacts of COVID-19, for a greener, healthier and more resilient UK. These numbers are based on 400 use cases across 19 industries, yet only constitutes the direct impact from currently proven deep-learning techniques and applications. AI should not only be assessed on the basis its current potential it also represents a trajectory that creates winners and losers. For instance, a recent McKinsey study simulated that front-runners could potentially double their cash flow compared to nonadopters4 by 2030. This is due to the fact that establishing endowments of data, computing power, and organizational capabilities is needed for harvesting AI s full potential in the future.The objective of this report is twofold: to provide a fact base for discussion of AI in Nordic C-suites, including how AI is changing businesses, the value at stake, and Nordic businesses’ starting point; and to inspire Nordic companies to succeed, with reference to the characteristics of leading adopters, and put forward concrete actions to take.显示部分
