By breaking that encryption, quantum computing could jeopardize military communications, financial transactions, and the support system for the global economy.This report explores those risks by assessing, first, how quickly quantum computers are likely to be developed; second, how quickly encryption that can withstand attacks by quantum computers-or postquantum cryptography (PQC)-is likely to be standardized; and third, how quickly and widely PQC will be adopted. The analysis concludes that the threat to the security of the modern communications infrastructure is urgent but manageable, and the authors offer recommendations to the U.S. government for responding.显示部分

Exploring how to build the quantum internet a vast network of quantum computers and other quantum devices will catalyze new technologies that accelerate today s internet, improve the security of our communications, and allow dramatic advances in computing. By leading the way in quantum networking, America is poised to revolutionize national and financial security, patient privacy, drug discovery, and the design and manufacturing of new materials, while increasing our scientific understanding of the universe. Quantum computing and networking technologies are still at an early stage of research and development (R&D). The strategic vision focuses America s R&D efforts to advance the development of foundations for the quantum internet. It establishes QIS community goals for quantum networking, and recommends six specific technical areas for focused research activity.显示部分

Indeed, it provides the intellectual vector for the CNAS Task Force on Artificial Intelligence and National Security, which I co-chair with Dr. Andrew Moore of Carnegie Mellon University. Driven by the desire to debate thoroughly the acceptable boundaries of AI and machine learning in security applications, the task force consisting of a variety of experts from government, academia, and public/private businesses and organizations will discuss such topics as: Ensuring U.S. leadership in AI research and innovation; Empowering the federal government to take advantage of AI opportunities; Ensuring safe and responsible uses of AI in national security applications; Preparing to counter the malicious uses of AI. It will also try to find the right balance between the more pessimistic and optimistic narratives associated with AI and machine learning, and ensure the ethical and moral pursuit of these technologies.显示部分

How purpose-led missions can help Europe innovate at scale
Europe is at an important economic inflection point. The continent has the required assets...显示全部 Europe is at an important economic inflection point. The continent has the required assets for future prosperity, including leading economically in worldwide sectors such as automotive and pharmaceuticals, and is making progress in important innovations that will help it compete. Nonetheless, European business faces a challenge that is eroding its economic position relative to other global powers: building new leading clusters or companies that can innovate at scale. Addressing this challenge is vital to the continent s economic future. We suggest building on Europe s economic strengths and social capital to tackle the challenge. European business leaders should raise their sights and set new ambitions, both for their own organizations and for collaboration across private and public sectors on fundamentally important projects for the future. Building on a concept originally proposed by Professor Mariana Mazzucato, we call these missions bold and inspirational initiatives to collaborate at scale on socially and economically important topics capable of attracting public support. This approach can help Europe address its innovation challenge in its own distinctive way, marshalling resources and harnessing ideas and diverse cultures in a set of common ambitions. It could also compensate for structural disadvantages relative to China and the United States, such as a comparatively fragmented domestic market and a less cohesive system of government action. In sum, missions offer a significant opportunity for European business leaders to take an even stronger lead for more innovation at scale in Europe. Fostering ambition-led collaboration enables scaling of disruptive innovation and proven ideas in a way that leverages Europe s strength in diversity and, thus, the harmony underpinning its social market economy.显示部分

By our estimate, more than two-thirds of the total impact could hinge on consumer, societal, and regulatory acceptance of these applications. A new era is dawning that we refer to as the Bio Revolution. Like all periods of economic and technological disruption, it is an era of both great opportunity and considerable uncertainty.显示部分

Malign actors also use these qualities against it. Illicit technology transfer is a serious problem that erodes U.S. competitiveness and costs the U.S. economy hundreds of billions of dollars. Countering this widespread theft is imperative, as is the need to do so in a manner consistent with U.S. freedoms and values. The United States must protect its technological competitiveness further by controlling exports and securing and diversifying supply chains of advanced AI-specific hardware. U.S. action also is needed to promote government readiness to assure that the country is prepared for the likely transformative impact of AI on U.S. national security, the U.S. economy, and American society. Finally, U.S. leadership in setting global AI norms, standards, and measurement is essential to promote AI ethics, safety, security, and transparency in accordance with U.S. interests. The specific recommendations that flow from our analysis of these issues are detailed in this report. Together they form the strategic foundation needed to make the current U.S. vision for AI, and continued American leadership in AI, a reality.显示部分

The U.S. Department of Defense (DoD) has invested in the development of technologies that ...显示全部 The U.S. Department of Defense (DoD) has invested in the development of technologies that allow the human brain to communicate directly with machines, including the development of implantable neural interfaces able to transfer data between the human brain and the digital world. This technology, known as brain-computer interface (BCI), may eventually be used to monitor a soldier's cognitive workload, control a drone swarm, or link with a prosthetic, among other examples. Further technological advances could support human-machine decisionmaking, human-to-human communication, system control, performance enhancement and monitoring, and training. However, numerous policy, safety, legal, and ethical issues should be evaluated before the technology is widely deployed. With this report, the authors developed a methodology for studying potential applications for emerging technology. This included developing a national security game to explore the use of BCI in combat scenarios; convening experts in military operations, human performance, and neurology to explore how the technology might affect military tactics, which aspects may be most beneficial, and which aspects might present risks; and offering recommendations to policymakers. The research assessed current and potential BCI applications for the military to ensure that the technology responds to actual needs, practical realities, and legal and ethical considerations.显示部分

The United States national strategy for artificial intelligence (AI), the American AI Init...显示全部 The United States national strategy for artificial intelligence (AI), the American AI Initiative, identifies research and development (R&D) as a top priority for maintaining global leadership in AI. The United States leads the world in AI innovation, due in large part to its robust R&D ecosystem. Federal agencies contribute significantly to AI innovation by investing in numerous world-class research programs in areas consistent with the unique missions of each agency. This 2016-2019 Progress Report on Advancing Artificial Intelligence R&D ( 2016-2019 Progress Report ) documents the important progress that agencies are making to deliver on Federal AI R&D. Guiding Federal research investments is the National Artificial Intelligence Research and Development Strategic Plan: 2019 Update ( 2019 Plan ), which builds upon the 2016 version of the Plan. The 2019 Plan articulates eight national AI R&D strategies: Strategy 1: Make long-term investments in AI research. Strategy 2: Develop effective methods for human-AI collaboration. Strategy 3: Understand and address the ethical, legal, and societal implications of AI. Strategy 4: Ensure the safety and security of AI systems. Strategy 5: Develop shared public datasets and environments for AI training and testing. Strategy 6: Measure and evaluate AI technologies through benchmarks and standards. Strategy 7: Better understand the national AI R&D workforce needs. Strategy 8: Expand public-private partnerships in AI to accelerate advances in AI. This 2016 2019 Progress Report highlights AI research first by strategy, then by sector, with subsequent supporting details describing individual agency contributions that provide a whole-of-government overview. The diversity of programs and activities reflects the remarkable breadth and depth of Federal investments in AI. This report highlights not only the broad themes of Federal R&D but also provides illustrative examples in sidebars that highlight individual agency AI R&D breakthroughs that advance the state of the field.显示部分
